I was having exactly the same problem on my Philips 231T. It's a 23inch LCD HDTV capable of running full-hd (1920x1080 aka 1080p). I could solve my problem, and I hope to help others with the following information.
I am using an Intel based MacBook (End2007 with the apparently poorly rated graphic card 'Intel GMA X3100') and running 10.6.x. I am connecting to the monitor's HDMI input using a mini-DVI to HDMI adapter and an HDMI cable.
My symptoms where the following (using preferences > display):
- Selecting 1080p and 'no overscan' the desktop image would not fill-in the whole monitor's frame (and looked more like 1600x900 then 1080p...)
- Selecting 1080p and 'overscan' the desktop image would fill-in more than the monitor's frame, making the usage of the application's menu-bar just about impossible...
I have found many threads discussing tools to install, strange manipulation (reset of parameter RAM, etc). None of which helped...
In the end the solution was awefuly simple: I had to change a setting in the monitor'sconfiguration!! On my Philips monitor it's called something like Picture > Extended Preferences > HDMI-Mode. I have the choices of 'automatic', 'video' and 'graphic'. In the two first modes, the desktop is wrongly displayed (as described above). As soon as I set the HDMI-Mode=graphic, the connection with my Mac was perfect...
For those of you out there struggling with similar issues I would recommend viewing a 1920x1080 image at 1:1 ratio (example Preview in Fullscreen mode with appropriate option settings). On example of which would be this picture:

In my case, when using overscan, the arrows would at first not be entirely visible. Now I see them entirely.
